The Shandong Provincial Government recently approved the "Implementation Plan for the Quality Improvement and Efficiency Enhancement of Seedling and Forestry Industry Transformation and Upgrading (2016-2020)" and the "Implementation Plan for the Quality Improvement and Efficiency Enhancement of the Flower Industry Transformation and Upgrading (2016-2020)." In the next five years, Shandong will invest 5.6 billion yuan to promote the transformation and upgrading of the seedling and flower industries.
According to the plan, by 2020, the scale of seedling production in Shandong will stabilize at 3 million acres, with a total output value of 50 billion yuan; the planting area of flowers will stabilize at 2.5 million acres, with an annual output value of 35 billion yuan, producing 6 billion pots (plants, branches) of flowers; cultivating 10 leading enterprises with an output value exceeding 30 million yuan; the number of flower industry workers will reach 600,000, with an average income of flower farmers exceeding 30,000 yuan, more than double the local average income. By the end of the 13th Five-Year Plan, the province will form a new pattern of the seedling industry that is appropriately scaled, reasonably laid out, structurally optimized, and of high quality and efficiency, basically achieving variety improvement, mechanized production, product diversification, quality standardization, market-oriented operations, standardized management, and e-commerce transactions.
Next, to promote the transformation and upgrading of the seedling and flower industries, Shandong will vigorously advance park construction, specialized layout, establish a subsidy system for quality tree species, continuously increase financial investment, encourage innovation in tree species and the breeding of new varieties, while incorporating the development of the flower industry into the ecological province and ecological civilization construction assessment system, actively leveraging the strategic guiding role of government financial funds, improving the investment environment, increasing support for advantageous products and regions, and striving to enhance the scale, specialization, characteristics, standardization, and intensification of the flower industry.
By the end of 2015, the seedling area in Shandong reached 3.157 million acres, cultivating nearly 4 billion various seedlings, with a total output value of 40 billion yuan; the flower planting area was 2.44 million acres, with an annual output value of 30.7 billion yuan.
